You can disable cookie tracking on the form level in HubSpot.
- Navigate to Contacts > Forms
- Click on the form in question
- Click Options > Disable cookie tracking > Yes
With this option enabled each form submission will create a new contact. We will not include the browsing cookie with the submission data however so we will not be able to track the contacts' pageviews.
